How to Make a Word Document Fillable

To make a Word document fillable, show the Developer tab, insert content controls (text boxes, check boxes, drop-down lists, date pickers) wherever people should answer, then lock the document with Restrict Editing set to Filling in forms. People can then complete the fields without changing your labels or layout.

The shortest route in Word for Windows is File > Options > Customize Ribbon > Developer, then Developer > Controls to add each field, then Developer > Restrict Editing to lock the form. Word for Mac uses different buttons, and Word for the web cannot build a form at all. Both are covered below.

What You Need Before You Start

  • The Word desktop app. Microsoft’s instructions cover Word for Windows and Word for Mac. Creating fillable forms isn’t available in Word for the web.
  • The Developer tab. This ribbon tab holds the form tools. It is hidden by default, so Step 1 turns it on.
  • A document in the current Word format. If the control buttons are unavailable, the file may have been created in an earlier version of Word. Convert it with File > Info > Convert, then save it.
  • A plan for the fields. List each question and decide whether the answer is typed text, a yes or no check, a choice from a list, or a date.

A content control is Word’s name for a field that sits inside the document and accepts one kind of answer. That is the term you will see on the Developer tab and in Microsoft’s help pages.

Step 1: Show the Developer Tab

In Word for Windows:

  1. Select the File tab, then select Options.
  2. Select Customize Ribbon.
  3. Under Customize the Ribbon, make sure the list shows Main Tabs, then check Developer.

Check Developer under Main Tabs, then select OK. This recreation shows the right side of Word Options.
  1. Select OK.

The Developer tab now appears in the ribbon. It stays visible until you clear the check box or reinstall Office, so you only do this once. The steps are in Microsoft’s Developer tab instructions.

If the ribbon itself is hidden or collapsed, first restore the missing ribbon in Word.

Step 2: Set Up the Form Layout

Start from a blank document or from a template. For a template, Microsoft’s steps are File > New, type Forms (or the kind of form you want) in the template search box, press Enter, then create the one you like. If you saved the form as a template, the instructions for editing a template in Word explain how to open the template file itself before you change its fields.

Type the fixed text first: a title, any instructions, and a label for every answer, such as Name, Department, or Start date. Leave room after each label for its field. A table (Insert > Table) with labels in one column and fields in the next keeps everything lined up.

Step 3: Add the Fillable Fields

Click where an answer should go, open the Developer tab, and pick a control in the Controls group. Hover over an icon to see its name. Repeat for every answer.

Add choices to a drop-down list or combo box

  1. Select the control itself (the whole box), not just the text inside it.
  2. On the Developer tab, select Properties.
  3. Under Drop-Down List Properties, select Add.
  4. Type a choice in Display Name, such as Yes, No, or Maybe.
  5. Repeat until every choice is listed, then select OK.

Use Add to enter each choice. The recreated drop-down list shows Yes, No and Maybe as examples.

Leave Contents cannot be edited unchecked here. If you select it, people won’t be able to click a choice. Drop-down lists and check boxes have more settings, covered in creating a drop-down list in Word and inserting a check box in Word.

Change the placeholder text

Each new control shows gray instructional text. To replace it with your own prompt:

  1. On the Developer tab, select Design Mode.
  2. Click the control and edit the placeholder text, for example to Enter your full name.

Turn on Design Mode, then edit the placeholder text between the content control’s tags. This recreated plain text field uses Full name as its title and Enter your full name as its placeholder.
  1. Select Design Mode again to turn it off.

Other properties worth setting

Select any control and choose Properties to change its settings. Under Locking, Content control cannot be deleted lets people fill in the field but not remove it, which suits most form fields. To remove a control you no longer want, right-click it and select Remove content control.

Step 4: Lock the Form So Only the Fields Can Change

Before you lock it: save an unprotected copy first, and decide whether to use a password. A forgotten password cannot be retrieved, so a lost password can leave you unable to unlock your own form. Without a password, anyone can turn the restrictions off.

  1. On the Developer tab, select Restrict Editing. The same command is on the Review tab in the Protect group. A pane opens on the side.
  2. Under Editing restrictions, check Allow only this type of editing in the document.
  3. In the list below it, choose Filling in forms.
  4. Under Start enforcement, select Yes, Start Enforcing Protection.
  5. Type and confirm a password, or leave both boxes empty, then select OK.

Choose Filling in forms under Editing restrictions, then select Yes, Start Enforcing Protection. This focused recreation follows Microsoft’s published pane reference.

To lock only part of a document, split it with section breaks and use Select Sections in the Restrict Editing pane to choose which sections are protected. Microsoft covers this in its guide to creating a form in Word.

Make a Fillable Form in Word for Mac

Word for Mac has a simpler set of form fields and its own lock button.

  1. On the Word menu, select Preferences.
  2. Select Ribbon & Toolbar, then Customize the Ribbon > Main Tabs.
  3. Check Developer and select Save.
  4. Type your labels, then click where a field should go.
  5. On the Developer tab, select Text Box, Check Box, or Combo Box.
  6. With the field selected, choose Options to set it up. A text box can be set to regular text, a number, or a date, with default text and a maximum length. A combo box is where you type the list items.

On a Mac, select the inserted form field and choose Options. This recreation shows the Developer form controls and a selected example text field; other ribbon groups are outside the excerpt.
  1. Select Protect Form on the Developer tab to lock the form.

To edit the form again on a Mac, select Protect Form a second time. To delete a field, select it and press Delete.

Test, Save, and Share the Form

Test before you send the form out: protect it, reopen it, fill it in the way a recipient would, and save a copy. While testing, check these points:

  • Every field accepts an answer, and every list shows all of its choices.
  • Clicking a label or the title does not let you type or delete.
  • The placeholder text tells people what to enter.
  • A printed copy still makes sense. The boxes around content controls do not print.

Then save it one of two ways:

  • Word document (.docx): the simplest choice when you email the form and people send it back. You can email a Word document as an attachment.
  • Word template (.dotx): a template creates a copy of itself when opened, so your original stays blank. Templates are covered in Microsoft’s Word template article.

Create a Fillable PDF From Your Word Layout

Saving a Word form as an ordinary PDF does not automatically turn Word’s content controls into interactive PDF fields. Keep the editable Word file. For a PDF people can fill in, use a PDF form-authoring tool such as Adobe Acrobat with access to Prepare a form; free Acrobat Reader alone is not the authoring workflow.

In Acrobat, choose All tools > Prepare a form and select your existing Word file or an exported PDF. Enable automatic field detection and choose Create form. Inspect every detected field, correct its name and type, and add missing text fields, check boxes, or other controls.

Choose Preview, enter sample answers, and test the tab order. Remove test answers before saving and distributing the finished PDF. Reopen the saved file to confirm the fields remain usable. Adobe’s fillable-form tutorial documents these steps.

Calculated fields in a PDF form rely on JavaScript, so they will not work for anyone who chose to disable JavaScript in Adobe Reader.

How to Unlock and Edit the Form Later

  1. Open the form in the Word desktop app.
  2. On the Review tab, in the Protect group, select Restrict Editing.
  3. In the Restrict Editing pane, select Stop Protection.

In the protected form’s Restrict Editing pane, select Stop Protection. Enter the protection password if prompted. The recreated pane illustrates a form restricted to filling in fields.
  1. Type the password if Word asks for one.
  2. Make your changes, then repeat Step 4 to lock the form again.

This is how the form’s owner removes the lock. If someone else locked a document and you do not have the password, ask that person for an unlocked copy. Related controls are explained in editing permissions on a Word document.

Troubleshooting

  • There is no Developer tab. Repeat Step 1. In the Customize Ribbon window, the right-hand list must be set to Main Tabs for the Developer check box to appear.
  • The control buttons are grayed out. The document may be in an older format. Use File > Info > Convert, save, and try again. The buttons are also unavailable while the form is protected, so stop protection first.
  • Nobody can pick from the drop-down list. Open the control’s Properties and clear Contents cannot be edited.
  • People can still change the labels. Protection is not on. Open Restrict Editing and start enforcing protection, and confirm the section holding the labels is included if you used Select Sections.
  • You see Text Box and Protect Form instead of content controls. You are in Word for Mac. Follow the Mac steps above.
  • You are in a browser and cannot find the tools. Word for the web cannot create fillable forms. Build the form in the desktop app; when you reopen the saved document in Word for the web, you will see the changes you made.
  • The form must work in a very old version of Word. The Legacy Forms drop-down on the Developer tab holds older form fields and ActiveX controls that Microsoft keeps for compatibility.

Frequently Asked Questions

Can I make a fillable form in Word for the web?

No. Creating fillable forms isn’t available in Word for the web. Create the form in Word for Windows or Mac, save it, and then it can be opened in the browser. Because Microsoft does not describe how each control behaves there, test the form in the app your recipients will use.

Do I need to buy anything extra to make a fillable form?

No. The form tools are part of the Word desktop app. They sit on the Developer tab, which is hidden until you turn it on in Word’s options.

What is the difference between a drop-down list and a combo box?

In a drop-down list, people can only pick one of the choices you entered. In a combo box, they can pick a choice or type their own answer. Use a combo box when your list might not cover every case.

Should I set a password on the form?

A password stops people from switching off the restrictions, since without one anyone can select Stop Protection. The trade-off is that Microsoft cannot recover a forgotten password. If you use one, store it somewhere safe and keep an unprotected master copy.

Does a Word form collect the answers for me?

No. Each person fills in their own copy and returns the file, and you read the answers in each document. For a survey where responses should be gathered in one place, a tool built for that, such as Microsoft Forms, is the better fit.

How do I add a signature line to the form?

Add a signature line or a picture of a signature where the form should be signed, before you lock the form. Follow the steps to insert a signature in Word. A solid line in Word works when you just want a plain rule someone can write on.

Next Step

Build a three-field practice form (a name, a drop-down list, and a date), lock it, and fill it in once yourself. When that works, apply the same steps to your real document. Building a printable schedule instead? Word can also make a calendar.
